Teachers must now take the initiative in their classrooms before being awarded management responsibilities.
This disclosure was made in the report that was released and made public this month by Nancy Macharia, the TSC’s CEO.
Before being confirmed for an administrator position, the Commission is considering forcing instructors to take some sort of action.
This implies that when a teacher applies for jobs and is taken into consideration for promotions, the acting requirement, if accepted, will take precedence over any other credentials the teacher may have.
However, teachers must labor for at least three years before being taken into account. The teachers must also be certified for the position they are holding.
Affirmative action will still be used to elevate teachers in ASAL and hard-to-staff places.
Teacher promotions must adhere to the current Career Progression Guidelines (CPG), under TSC Circular No. 14/2021.
The Commission further noted that instructors holding acting administrative positions while working in ASAL and difficult-to-staff regions will advance gradually until they acquire grades suitable for their particular employment.
The Kenya Union of Post-Primary Education Teachers (Kuppet) has long accused the TSC of failing to approve teachers who occupy long-term temporary administrative positions.
According to Mr. Omboko Milemba, the national head of the Kuppet, the current career progression rules make it difficult for classroom teachers to succeed unless they are in administration positions.
He asserted that acting professors owe Sh1 billion and that doing so will ruin their careers.
These bills, according to Milemba, are for services that were rendered but not paid for, and he added that the union is looking into how much is owed to these teachers.

According to TSC board chair Jamleck Muturi and head of legal Calvin Anyuor, who testified before Parliament, teachers now serving in acting positions would be given preference when it came to this year’s teacher promotions.
The deputy headteachers who had been acting as the headteachers informed the MPs that they had taken deliberate measures to ensure that they would be the first to progress.
The two asserted that certain deputies were held back from development because they did not meet the requirements.
