After staff departures, the Commission wants to replace open posts internally.

1. DIRECTOR – STAFFING JOB GRADE TSC 3 – POST (1)
Duties and Responsibilities
The Director Staffing will be answerable to the Commission Secretary.
Duties and responsibilities will entail: –
(i)Leading the formulation and implementation of staffing policies and procedures for the Teacher Management operations;
(ii)developing strategies towards the realization of the Commission’s strategic objectives on staffing;
(iii)overseeing the development of the Directorate’s work plans and budgets;
(iv)monitoring of the allocated funds for efficiency in the utilization;
(v)spearheading compliance with TSC regulations and policies on staffing;
(vi)liaising with relevant stakeholders in the development of policies on registration of qualified teachers;
(vii) developing the operational plan for the field offices in accordance with the staffing strategic goals;
(viii) coordinating Staffing Function at the field offices;
(ix)handling and responding to queries and issues from the field offices on staffing;
(x)mentoring and coaching staff within the Directorate; and (xi)preparing and presenting proposals to the Commission on matters dealing with staffing.
Requirements for appointment
For appointment to this grade, an officer must have: –
(i)Served in the grade of Deputy Director, Teacher Management, for a minimum period of three (3) years or in a comparable position for a continuous period of fifteen (15) years;
(ii)Bachelor of Education or Bachelor’s degree and a Post Graduate Diploma in Education from a recognized institution;
(iii) Masters of Education from a recognized institution;
(iv) Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
(v)Certificate in computer application skills;
(vi) Met the requirements of Chapter six of the Constitution; and
(vii) Demonstrated merit and ability as reflected in work performance and results.
NB: Chapter Six (6) of the Constitution documents
i.e. Certificate of Good conduct (CID), Clearance from Higher Education Loans Board (HELB), compliance Certificate Kenya Revenue Authority (KRA), Clearance from Kenya Anti-Corruption Commission (EACC) and Clearance from Credit Reference Bureau (CRB) will be
required to be submitted only by successful candidates before job placement
The terms and remuneration benefits for this Grade:
- Basic Salary Scale: Kshs.328,006 – Kshs.416,568
- House Allowance: Kshs.60,000
- Commuter Allowance: Kshs.20,000
- Leave Allowance: As provided in TSC Secretariat
- Annual Leave: 30 working days per calendar year
- Medical Cover: As provided in the TSC Secretariat Medical Scheme
Terms of Service: Five (5) years contract renewable once subject to satisfactory performance

2. DIRECTOR INTERNAL AUDIT TSC JOB GRADE 3 – POST (1)
Duties and Responsibilities
The Director Internal Audit will be answerable to the Commission Secretary.
Duties and responsibilities will entail:
(i)Coordinating, formulating, interpreting and implementing internal audit policies, strategies, procedures and programmes;
(ii)identifying and advising on financial risk areas;
(iii) reviewing and assessing operational, financial and management systems, policies, and guidelines and recommending improvements;
(iv)implementing fraud investigation strategy and ensure that operational plans and procedures are implemented;
(v)leading the development and implementation of the audit strategy for the Commission;
(vi)providing leadership in and approve the overall audit plan derived from the Internal Audit strategy;
(vii) providing leadership in the development and implementation of the Audit Framework;
(viii) ensuring the development, review and implementation of audit policies and procedures;
(ix)approving and presenting quality and timely audit reports to the Audit Committee on a quarterly basis;
(x) ascertaining compliance with established, policies, plans,procedures and processes at the Commission;
(xi) championing enterprise risk management in the Commission and assessing the effectiveness of risk management strategies implemented;
(xii) leading the preparation and implementation of the Internal Audit budget; and
(xiii) leading the development and performance management of staff in the Internal Audit Division.
Requirements for appointment
For appointment to this grade an officer must have: –
(i)Served in the grade of Deputy Director, Internal Audit for a minimum period of three (3) years or served in a comparable position for a minimum continuous period of fifteen (15) years;
(ii) Bachelor’s Degree in Commerce (Accounts or Finance Option), IT,
Business Administration (Accounts or Finance Option) or its equivalent qualification from a recognized institution;
(iii)Master’s Degree in Commerce (Accounts or Finance Option), Business Administration (Accounts or Finance Option) or equivalent qualification from a recognized institution;
(iv) Certified Public Accountants (CPA) final /Association of Certified band Chartered Accountants (A.C.C.A) final or equivalent qualification from a recognized institution;
(v)Certified Internal Auditor (III) or equivalent qualification from a
recognized institution;
(vi)Certified Information Systems Auditor (CISA) or Certified Fraud
Examiner (CFE)
(vii) Proficiency in computerized accounting packages;
(viii) Certificate in Leadership Course lasting not less than four (4) weeks
from a recognized institution;
(ix)Met the requirements of Chapter Six of the Constitution; and
(x)Demonstrated merit and ability as reflected in work performance and results.
