Education CS addresses the 26,871 TSC Transfer Requests to Home Counties

26,871 teachers are awaiting transfer to their home counties, according to Ezekiel Machogu, secretary to the cabinet for education.

As of June 30, 46,926 primary and secondary school teachers had announced their desire to return to their home counties. However, only 20,055 of these requests were really granted.

According to Cs. Machogu in a recent appearance before the Senate, the Teachers Service Commission (TSC) is committed to ensuring a smooth transition for departing teachers by making sure that there are suitable replacements available at their current assignments and openings at their desired transfer stations.

The commission will be able to guarantee the equitable distribution and optimum use of instructors around the country for the benefit of all pupils thanks to this. The transfer policy has already been modified. Senator Samson Cherargey of Nandi asked Mr. Machogu about the delocalization strategy, to which Mr. Machogu responded that it was no longer in place.

Machogu emphasized that, in order to ensure that high-quality education is available throughout the country, the TSC must fairly distribute instructors among public primary education institutions and maximize their effectiveness, as stipulated by Article 43 of the Constitution.

The objectives of delocalization, an earlier TSC program, were to strengthen national unity, get rid of any conflicts of interest in school management, and deal with teacher shortages in certain regions.

Teachers who wish to transfer must make a formal transfer request, which is handled in accordance with the principles of equitable distribution and efficient personnel utilisation, the Cabinet Secretary made clear. The variables considered include open positions at the intended institution, replacement needs, current staffing standards, health-related concerns, and other pertinent TSC considerations.

According to Mr. Machogu, TSC verifies that there are suitable openings, replacements, and a balanced staffing ratio before sanctioning a teacher’s transfer to the county of their choosing. This proactive strategy prevents extensive teacher relocations that might disrupt learning environments.

35,959 requests for transfers have been made by elementary school teachers to TSC. Due to the lack of qualified replacements, only 17,942 transfers have sadly been made feasible, leaving 18,017 waiting. Only 2,113 of the 10,967 requests for transfers at post-primary institutions were granted.
