HELB’s new scholarship regulations take a new turn as lawyers file a lawsuit, calling the change unlawful.
As two lawyers in Nairobi fight the Higher Education Loans Boards (HELB) over new scholarship criteria, a fresh development has occurred. A letter of admission to a nearby university accredited by the Commission for University Education and at least a second class, upper division, among other requirements, were specified in HELB’s August 1st announcement calling for scholarship applications. The day the advertising debuted, the two attorneys filed a lawsuit, claiming it didn’t follow certain regulations.
The attorneys said that because Helb had created an illegal minimum eligibility criteria for students pursuing either master’s or PhD programs, the advertisement was shrouded in impunity and obscurity. As the matter will be discussed on October 3rd 2023, Justice Lawrence Mugambi did not designate the matter as urgent as had been asked.
The two attorneys strongly disagree with the HELB’s decision to implement additional scholarship regulations.
