Increased Pay And Improved Housing Allowance: TSC’s Agreement

In order to revise the collective bargaining agreement (CBA) for the year 2021–2025, the Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET), and Kenya Union of Special Needs Education Teachers (KUSNET) have joined forces.

Important features of this Agreement include:

1. Salary Growth

Starting on July 1, 2023, teachers will see a notable 9.5% increase in their Basic Salary, spread over two fiscal years.

Enhancement of House Allowance

For educators in Cluster 4, the Agreement offers a higher House Allowance. With this augmentation, which will take effect on July 1, 2023, the House allowance for Clusters 3 and 4 will be aligned.

Notably, 87% of public teaching service workers belong to Cluster 4, which is primarily concentrated in rural areas. By July 2024, the harmonization process is anticipated to be finished.

The updated pay structure will be added to the August payroll to speed up implementation. Arrears will also be retroactive to July 1, 2023, ensuring teachers get timely and fair compensation.

Improved Career Progression:

The CBA has improved financial conditions, but it has also led to the promotion of 14,738 teachers in August 2023 as a consequence of fruitful discussions between the Commission and the Unions.

Additionally, the disclosure of 36,275 promotional openings represents a considerable advancement. These programs show a dedication to inspiring teachers and fostering a tradition of continuous improvement in the field of education.

Enhancing Teachers in Special Needs Education (SNE):

The Commission and Unions have decided to reevaluate the Career Progression and task distribution of teachers stationed in Special Units in order to take into account the special demands of SNE teachers.

By utilizing these educators’ unique skills, the school will be able to provide students with special needs with a more encouraging and enriching learning environment.

The TSC’s press release on August 28, 2023, affirms a common understanding between the TSC and the three trade unions, acknowledging the obstacles faced by the COVID-19 epidemic at the time of the initial agreement signing, which runs from July 1, 2021, to June 30, 2025.

The Kenya National Union of Teachers (KNUT), the Kenya Union of Post Primary Education Teachers (KUPPET), and the Kenya Union of Special Needs Education Teachers (KUSNET) are some of the signatory trade unions.

The monetary parts of the CBA have been postponed and will be reviewed after the economy improves, according to a clause.

The TSC presented an offer to the unions for consideration as part of the review process, which was started during the meeting on August 22, 2022. Unions then asked for more time to do a full analysis, engage with members, and hold internal discussions before making a decision.

All parties engaged in the negotiation sought to reach an agreement that reflects the expectations and goals of teachers in order to foster harmony within the educational community.

An agreement that was the result of these cooperative efforts represents a victory for the teaching profession and Kenya’s educational system.

The TSC expressed appreciation for the commitment and labor of the instructors in giving Kenyan pupils a high-quality education. In its capacity as the employer, the TSC ensured ongoing participation through elected officials to improve terms and conditions of service.
