National Schools Will Be Disbanded As Schools Become Mixed

The Presidential Working Party on Education Reform (PWPER) has encouraged the Ministry of Education (MOE) to eliminate the current category of public secondary schools.

In the recommendations that were given to President William Ruto on Tuesday, August 1, 2023, the committee led by Professor Raphael Munavu recommended that the government abandon the current four-tier cluster, which consists of National, Extra-county, county, and sub-county, and adopt a categorization based on career pathways.

PWPER suggested MoE to replace the current levels with three major clusters, such as STEM, Social Science and Arts, and Sports Science.

The Ministry of Education will cease the current system of classifying public secondary schools as National, Extra County, County, and Sub-County, and will instead adopt a system based on professional routes for senior schools, according to several passages of the statement.

The task team added that removing the clusters would promote diversity and equity.

The committee also highlighted that the current categorization had drawn criticism from stakeholders, who claimed it was unfair to students because it worsened the inequality in resource distribution between schools.

The Munavu-led group recommended that the MoE develop a framework for dress codes at all academic levels.

PWPER claims that the lawsuit will prevent schools from working with suppliers to raise the cost of uniforms and push parents to purchase them.

The recommendation is in line with remarks made on the subject by Cabinet Secretary for Trade Moses Kuria.

Kuria claimed that schools had turned into for-profit businesses by taking advantage of parents by charging them for overpriced uniforms.

Parents are free to purchase uniforms from any retailer they choose, he noted, but “The Ministry of Education has been very categorical that our schools have no business selling uniforms, our teachers need to focus on academia and helping our children to transition to CBC and other objectives that the ministry has set.”

The government has sent a circular, and the ministry will actually send another circular today, stating that our parents have entire discretion and freedom over where to purchase uniforms, according to Kuria at the time.
