Teachers and Other Civil Servants Now Subject to a New Deduction
The Social Health Insurance Fund (SHIF) bill is about to become law, and teachers and other government employees may see their pay decrease as a result. Despite widespread opposition, this law has made it to the second reading in Parliament.
The National Health Insurance Fund (NHIF) to the State Health Insurance Fund (SHIF) transition has been approved by lawmakers from a range of political parties, with reduced contribution rates. The entire House is expected to vote on the bill, which would replace the current NHIF with a Social Security Insurance Authority.
All taxpayers, including teachers and government employees, will have to have 2.75% of their wages deducted once the measure is law in order to pay for SHIF. Civil society organizations are outraged by this development and warn against burdening Kenyan residents any further.
Kimani Ichung’wah, the majority leader in the National Assembly, is in favor of the action because she thinks it will revolutionize healthcare service and fight corruption that has diverted money meant for the sick.
Ichung’wah claims that SHIF aspires to advance the nation’s healthcare advancements and quicken the attainment of Universal Health Coverage (UHC), solving the inefficiencies and governance problems ailing NHIF while maintaining financial viability.
Minority Whip Junet Mohamed underlines that in order for the healthcare system to advance, corruption must be addressed as a serious problem.

The proposed 2.75% monthly deduction from taxpayers’ pay stubs is sharply criticized by civil society organizations, who charge that the government is imposing new taxes without taking the impact on the populace into account.
The Okoa Uchumi organization claims that the administration dismissed public comments made in forums about these bills since they were only formalities.
One of the four legislative initiatives from the Executive intended to hasten the implementation of the health plan is the Social Health Insurance Bill. The Primary Healthcare Bill, the Facility Improvement Bill, and the Digital Health Bill are among the other bills.
