Teachers who refuse to complete the required CBC retraining will be fired by TSC.
The TSC employed teachers who wish to continue teaching in primary and secondary schools will be required to complete a one-year mandatory retraining in order to align them with the requirements of the Competency Based Curriculum (CBC), according to recommendations in a draft report by the Presidential Working Party on Education Reforms (PWPER).
The team makes the case that retraining will give instructors the skills they need to manage the CBC, which has been in use for seven years.
The task team contends that this retraining will give instructors the skills and knowledge they need to manage the CBC.
The team suggests that, in contrast to the previous structure, the Ministry of Education carry out the training instead of the Teachers Service Commission (TSC).
If adopted, according to sources within the task force, the job of training would be transferred from the commission to the ministry within a year.
The task force further suggests that the Ministry create policies to guarantee that all teachers who received their degrees prior to 2023 receive mandatory retraining in order to adhere to curriculum revisions.
The proposal states that teachers who refuse to take part in the required retraining will not be permitted to continue working as instructors, which will result in their unemployment.
However, it is unclear from the draft report whether teachers would be expected to pay for their own retraining costs or if the government will foot the bill.
Teachers’ unions have argued for government assistance on this subject, causing a rift.
The TSC’s training has come under fire from stakeholders for being “superficial, hurried, and conducted by unqualified trainers.” They also emphasized that the TSC trainers’ interpretations of the curriculum designs were inconsistent and that they did not effectively respond to queries.
The task group advises creating a single teaching institution called the Kenya Teachers Training institution, with all other Teacher Training Colleges (TTCs) serving as its campuses as part of its proposal to reform teaching in Kenyan schools.
The entry standard for teacher training institutions in underserved areas is also to be lowered, however the exact standard has not yet been decided.
