Teachers will lose major allowances in the new SRC directive

It is anticipated that teachers would experience considerable cutbacks in their Daily Subsistence Allowances (DSA) following the publication of the Salaries and Remuneration Commission’s (SRC) advice to assess allowances in the Public Service.

The SRC’s most recent recommendation, which will take effect on August 7, 2023, standardized the DSA prices for local travel. In contrast to the former system, in which the allowances were organized into three principal clusters, these rates will be paid to public personnel, such as teachers, across the entire nation.
The daily subsistence allowance (DSA) for local travel in all of the nation’s cities and towns will now range from Ksh4, 200 to Ksh18,200 if the wages regulator’s suggestion is implemented in its entirety.

The discretionary spending allowance (DSA) for local travel will not be provided for destinations that are less than 50 kilometers from the officers’ individual duty stations, per the advice.

The people who must travel for their professions the most will be affected by this are teachers and more specifically TSC field officials, which include Regional, County, and Sub-county Directors.

The commission’s chair, Lyn Mengich, stated in a circular dated August 7, 2023, that the action intends to ensure equity and transparency in the management of allowances and to provide assistance to the government in handling the pay bill. Mengich further stated that the measure’s goal is to provide direction to the government over how to handle the wage bill.

Mengich wrote in the advisory to the Attorney General, Controller of Budget, Auditor General, and other government authorities, “The review and advice therefrom is expected to result in equity and transparency in the management of allowances, and guide the government in the management of the wage bill.” “The review and advice therefrom is expected to result in equity and transparency in the management of allowances,” Mengich continued.

“DSA shall not be payable for locations that are within a 50km radius of respective duty stations of the officers affected,” she stated in the Circular. The following clause states: “DSA shall not be payable for locations within a 50 km radius of respective duty stations.”

In cluster one, which comprised Nairobi, Mombasa, Kisumu, and Nakuru, the local travel DSA initially varied from Ksh4,200 to Ksh22,000; in cluster two, which included County headquarters, Malindi, and Naivasha, the local travel DSA initially ranged from Ksh3,500 to Ksh18,000.

For cluster three, which included all other towns, the Daily Subsistence Allowance (DSA) for local travel varied from Ksh3,000 to Ksh14,000 per day.

Whether those duty stations are domestic or foreign, it is always the goal of the payment of DSA to make it simpler for public employees to attend official assignments away from their duty stations.

Teachers may receive either remunerative or reimbursable allowances. Reimbursable allowances are those that are paid back on demand, whereas compensatory allowances are those that are paid on top of a salary.

Remunerative allowances fall into two categories: automatic, which includes home, medical, commuter, and hardship, and discretionary, which excludes all of them.

While some benefits, like responsibility and special duty allowances, readers and interpreters, and special schools, are paid upon application, others, like the Quota per Diem, a daily subsistence allowance given to instructors who are on official assignment and for which an application must be made at least 14 days before flying, are paid upon request.
