TSC and Unions Agree on Salary Increment and Enhanced House Allowances
TSC and Unions Agree on Salary Increment and Enhanced Housing Allowances. The Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET), and Kenya Union of Special Needs Education Teachers (KUSNET) have teamed together to update the collective bargaining agreement (CBA) for the period 2021–2025.
The following are significant aspects of this Agreement:
- Salary Increment: Beginning July 1, 2023, teachers’ Basic Salary will grow noticeably by 9.5% over two fiscal years.
- Increasing the House Allowance
The Agreement grants a larger House Allowance to teachers in Cluster 4. This augmentation will align the House allowance for Clusters 3 and 4 and go into effect on July 1, 2023.
Notably, Cluster 4, which is predominantly centered in rural areas, accounts for 87% of the workforce in the public education sector. The harmonization process is projected to be completed by July 2024.
To hasten implementation, the revised pay structure will be included in the August payroll. In order to guarantee instructors get prompt and equitable reimbursement, arrears will also be retroactive until July 1, 2023.
Agreement between TSC and the unions on salary increases and increased housing benefits
Improved Career Progression:
Because of constructive negotiations between the Commission and the Unions and the CBA, 14,738 teachers will be promoted in August 2023 in addition to the financial conditions.
Another important development is the revelation of 36,275 promotional openings. These initiatives demonstrate a commitment to motivating educators and encouraging a culture of ongoing advancement in the subject of education.
Enhancing Special Needs Education (SNE) Teachers:
In order to take into account the unique requirements of SNE instructors, the Commission and Unions have resolved to examine the Career Progression and task distribution of teachers stationed in Special Units.
The school will be able to give students with special needs a more supportive and enriching learning environment by employing these educators’ distinctive skills.
In a press statement on August 28, 2023, the TSC reaffirmed its understanding with the three trade unions and acknowledged the challenges the COVID-19 epidemic presented at the time of the signing of the initial agreement, which runs from July 1, 2021, to June 30, 2025.
Some of the signatory trade unions include the Kenya National Union of Teachers (KNUT), the Kenya Union of Post Primary Education Teachers (KUPPET), and the Kenya Union of Special Needs Education Teachers (KUSNET).

A clause states that the monetary components of the CBA have been delayed and will be reconsidered after the economy has improved.
During the meeting on August 22, 2022, the TSC began the review process and provided an offer to the unions for consideration. Then, before making a decision, unions requested extra time to conduct a thorough analysis, consult with members, and have internal debates.
To promote harmony within the educational community, all parties involved in the negotiation worked to come to a conclusion that takes teachers’ expectations and objectives into account.
These collaborative efforts led to an accord that is a win for the teaching profession and Kenya’s educational system.
The TSC expressed gratitude for the teachers’ dedication and work in providing Kenyan students with a top-notch education. The TSC ensured continued participation through elected officials in its capacity as the employer to improve terms and conditions of services.
