TSC forms panels to authorize the transfer of delocalized teachers.

To authorize pending transfers for delocalized teachers, the Teachers Service Commission (TSC) has begun to assemble transfer panels.

Teachers requesting a change of station within subcounties and zones will also have their transfers approved by the panels.

Together with the curriculum support officers (CSOs) in his or her zones, the TSC sub county director, who chairs the sub county’s transfer boards, will authorize teacher transfers within the sub county.

While TSC Regional Directors will preside over panels approving transfers within a region (previous provinces), TSC County Directors will preside over panels approving transfers within a county.

The TSC transfer boards, which are headquartered in Upper Hill, Nairobi, will authorize interregional transfers.

Early in September, TSC authorities requested that teachers who wanted to return to their home counties apply as soon as possible so that approvals could start.

This year, TSC intends to begin approving teacher transfer petitions in December, with the release of transfer letters following in January.

After several inquiries from delocalized instructors whose transfer requests had been languishing for months, the Commission was compelled to reply.

When classes resumed for the third term, the teachers were expecting transfers. When their applied transfers were denied, the instructors protested to the TSC.

The Commission said in a statement that transfers for delocalized teachers have been halted for the months of April and August.

TSC stated that, in contrast to prior years, the approval of delocalized teacher transfers will only be carried out once annually.

Before the instructors receive their transfer letters in January, their online transfer applications will be approved by the TSC transfer boards in December.

According to the Commission, it decided to minimize interruptions to national exams and school-related activities.

As soon as the KCSE exams concluded, the transfer approval process began. In January, the teachers will be rerouted back to their homes.

Teachers were assigned to serve in schools outside of their home counties as part of the teacher delocalization program, which was started by TSC.

Classroom instructors who were initially hired and assigned to remote counties in 2016 were the first casualties of the policy. Principals and head teachers in practice then came after this.

However, the Kenya Kwanza government canceled the program, and Moses Wetang’ula, the speaker of the National Assembly, declared on January 25, 2023, that the delocalization policy was unlawful since it lacked parliamentary permission.

After giving in, TSC revoked the policy and began returning the instructors to their home counties.

Teachers are transferred across counties within the same region at the regional level. Such transfers fall under the purview of TSC Regional Directors.

Teachers who want to be transferred to counties outside of their stationed regions must have their requests approved by national TSC transfer boards.

There are about 26,871 teachers that want to return to their home counties. Due to a shortage of appropriate placements, the instructors’ past bulk transfers were unsuccessful.

Only 20,055 of the 46,926 primary and secondary school teachers who had applied to be returned to their home counties as of June 30 of last year were actually transferred.

Before implementing a transfer request, the commission transfer policy makes sure that the station a teacher is leaving has a qualified replacement and that there is a vacancy in the requested station.

Prior to approving a teacher transfer, TSC makes sure that there are appropriate openings, replacements, and a staffing balance.

Former CS for Education In his June appearance in Parliament, Mr. Ezekiel Machogu stated that the TSC must “ensure equitable distribution and optimal utilization of teachers in all public basic education institutions to ensure that learners throughout the country have access to quality education as required by Article 43 of the Constitution” as part of its mandate to transfer and post teachers.

Teachers must submit a request if they would like to be considered for a transfer from one institution to another. The necessity for fair allocation and maximum teacher utilization will serve as the basis for teacher transfers between institutions, according to the CS.

The availability of openings at the intended station, the requirement for a replacement, current staffing standards, medical reasons, or other factors the TSC may take into account are additional transfer criteria.

Teachers who are delocalized can check the status of their applied transfers on the online TSC transfer application portal.

In order to pick up their transfer letters and report to their new station in January, successful teachers will need to go to respective TSC County headquarters.

Pending: This appears after the teacher’s application has been successfully submitted and is awaiting feedback from the appropriate supervisors.

Acknowledged: This appears if the instructor is qualified for a transfer and is awaiting a position to open up or a qualified replacement.

Not Approved: This is equivalent to the teacher expressing remorse for their proposal. This is applicable if the teacher has not fulfilled the requirements outlined in the transfer policy, such as not having worked at the current station for at least five years following their initial appointment, or if there is a vacancy or no acceptable replacement.

Approved: This appears once the teacher’s transfer request has been approved by the transfer committee. The transfer letter for teachers is then sent by the County Director for primary schools and the Principal for post-primary institutions.

NOTE: Withdrawing a transfer request merely indicates that it was unsuccessful or that it was successful and that a new one can now be submitted.
