TSC publishes an agreement about the review of the CBA from 2021 to 2025.

A Collective Bargaining Agreement (CBA) covering the time period from July 1, 2021, to June 30, 2025, was signed on July 13, 2021, by the Teachers Service Commission (TSC) and the Trade Unions representing teachers in the public sector.

The CBAs were established and put into effect as the world economy was in the midst of a devastating Covid-19 outbreak.

Admittedly, the parties decided to put the CBA’s monetary component on hold and revisit the issue when the economy picked up.

To begin the review of the 2021–2025 CBA, the Commission met with representatives of all three trade unions on August 22, 2023: the Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET), and Kenya Union of Special Needs Education Teachers (KUSNET).

The TSC presented their proposal for the unions’ consideration at their first meeting on August 22, 2022.

In order to make a well-informed decision, the unions requested more time to examine the offer and confer with their members and other internal union bodies.

The parties began their negotiations to wrap up the lengthy process because they wanted to ensure industrial harmony within the industry.

After open and serious discussion, we are pleased to inform the public and our instructors that a settlement has been struck.

The 2021-2025 CBA was amended with a signed agreement on August 28, 2023. In the agreement, educators have obtained:

a) A basic salary increase of up to 9.5% payable over two fiscal years beginning July 1, 2023;

b) An increase in the House Allowance for teachers falling under Cluster 4 that will take effect on July 1, 2023, and be paid over the course of two fiscal years.

Overall, this has resulted in a harmonization of the House allowance for Clusters 3 and 4. In July 2024, the entire harmonization process will be finished.

Notably, 87% of the public teaching workforce receives House Allowance under Cluster 4’s classification.

These are instructors who are mostly located in rural locations. The new salary structure must be implemented as soon as possible in the August payroll, with arrears being retroactively applied to July 1, 2023.

Our teachers are guaranteed their payment before the end of the month.

Other service terms

In addition to the advantages guaranteed by the CBA, the Commission and the Unions have engaged in several talks with the goal of improving the terms and circumstances for teachers in Kenya.

Because of these cross-party discussions, the Commission has decided to promote 14,738 teachers in August 2023 and has announced 36,275 extra promotion openings.

The purpose of these promotions is to encourage instructors to increase their output and performance as their careers progress.

The Commission has also decided to review the workload and career progression of SNE teachers, particularly those assigned to Special Units, in order to ensure that they are being used to their full potential.

The TSC would like to express its gratitude to all three unions for helping the teaching service reach this new milestone.

During discussions, the unions showed restraint, dedication, and good faith. The Commission also commends all of our teachers for their dedication to working hard and shining for the enhancement of our kids’ education.

The TSC expresses gratitude and honor to all of its educators for the ongoing sacrifices they make to guarantee high standards of instruction and learning for all Kenyan children.

As the employer, the TSC guarantees all teachers that they will continue to work with their elected officials to improve their terms and conditions of employment.
