TSC Releases Circular Regarding Transfer To Junior Secondary

The following circular was released by the Teachers Service Commission (TSC) in relation to the changeover to junior secondary schools (JSS).

To: All Head Teachers

TRANSITION TO JUNIOR SECONDARY SCHOOL

The above captioned refers.

As you are aware, the Kenya Primary School Education Assessment (KPSEA) was taken in November 2022 by the first group of Grade 6 students who were enrolled in the new Competency Based Curriculum. Beginning on February 1st, 2023, the earners will move on to Junior Secondary School (JSS) Grade 7.

The Government mandated that the Junior Secondary School (JSS) be housed in the current Primary Schools in accordance with the recommendations of the Presidential Working Group on Education Reforms.

You are now in a prime position to make sure the transfer is quick and easy. The Ministry of Education has published Guidelines for Implementation of Junior Secondary Education, which are accessible on the websites of the Teachers Service Commission (www.tsc.go.ke) and the Ministry (www.education.go.ke), in order to help you and other stakeholders carry out your respective roles. As you get ready to welcome the students to your various schools, it is essential that you obtain the Guidelines and familiarize yourself with their contents.

Additionally, you must remember the following:

(a) By virtue of your appointments as the lead educators or administrators in your respective schools, responsible for the implementation of Education Policy Guidelines and Professional Practices, you will superintend the respective Junior Secondary Schools programme during the transition period i.e. from 1st January to 31st December 2023 or until further directed. To this end, as the lead, you are expected to continue performing your duties in accordance with the provisions of the TSC Act (2012); the basic Education Act (2013); and the Code of Regulations for Teachers (2015).

(b) A special Sub-Committee of the Primary School Board of Management (BOM) will be constituted in your respective schools to manage the JSS during the transition.
