TSC SAYS JSS INTERNS TO SERVE FOR 3 YEARS BEFORE PERMANENT EMPLOYMENT
JSS PNP employment dates. Teachers Service Commission (TSC) boss Nancy Macharia informed the National Assembly’s Education Committee yesterday that,
The 20,000 teachers hired on internship conditions in February will have to wait until January 2025 before being offered permanent and pensionable employment.
TSC intends to hire 20,000 more contract teachers in the fiscal year beginning in July to shore up junior secondary school (JSS) numbers,
But this will still fall short of what is required.
The cost of recruitment is Sh4.7 billion.
Ms Macharia indicated that if the commission altered the job terms to permanent and pensionable,
it would not have the resources to hire more instructors for JSS.
She did, however, clarify that instructors hired to replace those who left due to natural attrition would be hired on permanent and pensionable conditions.

She was submitting revenue and spending forecasts for the fiscal year 2023-2024.
The CEO assured that the contract teachers are qualified and that the quality of instruction will not be impacted.
The TSC has been given Sh322 billion in the Budget Policy Statement for 2023-2024.
TSC began contracting instructors in 2019 and referred to them as trainees.
Permanent and pensionable instructors are frequently given precedence and scored better than those who are not on the program when hiring.
Primary school interns receive a’stipend’ of Sh15,000, while secondary school interns receive Sh20,000.
Despite the scarcity of staff in schools, there are over 300,000 unemployed teachers based on teachers who seek for employment when they are advertised.
Ms Macharia confessed that around half of the instructors assigned to JSS had not been paid,

but blamed the delay on late reporting from the schools where they were assigned, as they did not all report at the same time.
The TSC chairman stated that the commission need Sh2.2 billion to advance teachers who have been stuck in the same grades for a long period.
There is no mention of a new teacher compensation accord in the budget forecasts.
Unions have demanded that the non-monetary collective agreement they signed with the firm in 2021 be renegotiated.
The commission, on the other hand, has set aside Sh6 billion for joint cadre promotions and annual wage increases.
TSC was instructed by Commission Chair Julius Melly to develop a clear formula for establishing the number of teachers required for JSS.
The ruling Kenya Kwanza administration had promised to hire 116,000 teachers in the next two fiscal years.
Mr Melly also advocated for adequate teacher oversight to ensure that the taxpayer got good value for money.
Ms Macharia stated in her proposal that TSC required Sh300 million to fund its programs and operations at the county and sub-county levels.

A Sh2.1 billion proposal to fund the Professional Teacher Development initiative was filed but not reviewed, according to TSC submissions.
Teachers were intended to pay for the training when the program was created, but unions have pushed for the TSC to foot the bill.
Ms Macharia told MPs that the commission had no pending bills, no stopped projects, and no new projects budgeted.
