TSC Teachers’ Salaries: Budget Changes and Their Effects in 2023
For the 2023–2024 fiscal year, the instructors Service Commission (TSC) has instituted additional deductions, which prevent instructors from receiving raises in July.
The choice was made following a court order that halted the Finance Act of 2023’s execution and exempted teachers from the divisive 1.5 percent housing levy.
Teachers for the first time noticed deductions for the National Social Security Fund (NSSF) on their pay stubs, as observed by our media crew.
In contrast to the prior rates of Sh200, the NSSF deductions were now a fixed rate of Sh320 for all teachers, regardless of their income.
This rate modification went into effect in February, and there is a plan to raise it to 6% of an individual’s salary, with a ceiling of Sh18,000 per person.
Teachers discovered the deducted funds had been placed into their accounts, but the specifics of the deductions were not yet accessible on the TSC portal, which caused some uncertainty.
The TSC has also been making contributions to the NHIF, or National Hospital Insurance Fund. All employees are obliged to contribute 2.75 percent of their gross income to the NHIF under the planned National Health Insurance Fund Regulations (2023).
Once this adjustment is in place, teacher payments will be higher than the previous NHIF rate based on their monthly wage.
Concerns have been raised by teachers regarding their pay, which customarily receives an increase in July to offset inflationary pressures. Some teachers, however, voiced dissatisfaction that, even if the raise moved them up the employment scale, their increased contribution would outweigh the raise’s advantages.
Teachers and government employees did not receive the expected pay raise for this month as a result of the Salaries and Remuneration Commission’s (SRC) delay in reviewing salaries.
The slowness of the SRC and the TSC has caused delays in the efforts to examine the terms of reference for the collective agreement for the years 2021–2025.
