New Website for Loans Launched by HELB; Application Process
Ezekiel Machogu, the Cabinet Secretary for Education, announced the new university finance model on Monday, July 31, in accordance with a mandate from President William Ruto.
Machogu announced the Higher Education Financing Portal, which will make government funding available to TVET and university students.
“Since the presidential directive on May 3, 2023, on the roll-out of the new funding model, the government has developed and completed the Higher Education Financing Portal to receive applications for scholarships, bursaries, and loans for university and TVET students,” said the CS.
This ground-breaking method of providing financial aid to students guarantees that while they are enrolled in universities and TVET institutions, every Kenyan student will receive assistance in accordance with their level of need.
The CS continued by stating that any continuing students who are borrowers under the Higher Education Loans Board (HELB) will not be impacted by the new funding arrangement.
The new approach does not increase university tuition, Ruto confirmed in May, and he added that the government would increase support for educational institutions.
According to the new approach, pupils will be sorted into three categories: those who are vulnerable, those who are less vulnerable, and those who are eligible for support.

“Universities and TVETS will no longer receive block funding in the form of capitation based on a differentiated unit cost,” added Ruto.

Students can access the platform and enjoy the many services offered through hef.co.ke.
The Higher Education Financing portal, which is accessible at www.hef.co.ke, is where applicants seeking financial aid must submit a formal application, according to Machogu.
For college students, the site has combined a number of education-related services.

Once you’re on the site, you’ll see the tabs for account login and student registration along with the dashboard’s extensive capabilities.
The platform is for new college or university students who will be starting classes in September 2023 to apply for loans.
Users can then provide information about their homes, education, biographical details like their ID number and secondary school index number, as well as other things.
The tab for student registration must have these details.
