Government Provides Explanation for Delayed Civil Servants Salaries

A technical glitch, according to officials, will prevent hundreds of federal servants from receiving their July paychecks while teachers get to enjoy theirs.

The processing of state payrolls was slowed by a technology problem, according to internal memos distributed by a number of organizations.

The Ministry of Public Service reports that issues were found as the new system for paying government salaries was being modified.

The revamp aims to clean up government payroll administration, which has been contaminated by phantom workers and salary rises.

The Unified Human Resource system is a digital platform that the government is putting in place to stop employee bribery and double payment.

In a memo dated July 25, the State Department of Correctional Service begged for patience.

This is to inform all officers that the payment of salaries for the month of July 2023 will be delayed due to the migration from the outdated manual Integrated Personnel and Payroll Database (IPPD) system to the new online unified human resource (UHR) system.

The memo said, in part, “We ask for your patience as we await further instructions from the IPPD core team in the State Department for Public Service.”

A different document from the gender department made the same claim.

“This is to inform all officers in the State Department for Gender and Affirmative Action that there has been a delay in processing salaries for the month of July 2023 due to logistical challenges occasioned by the migration from the Old Manual Integrated Personnel and Payroll Database (IPPD system to the New Online Unified Human Resource (UHR) system.”

We ask for your patience while we wait for further instructions from the IPPD Core Team in the State Department for Public Service, according to the message dated July 24.

Given the increased expense of living during the crisis, many employees and their families are horrified by the trend.

Officials claim that as part of an initiative to fight corruption in employee compensation at the national and county levels, the National Treasury made commitments to the International Monetary Fund (IMF). The UHR system migration is one of these obligations.

The wages and Remuneration Commission (SRC) claims that a uniform system will make it simpler to detect national and local governments that provide wages and other benefits above the permitted levels.

As part of the system, every public employee will be given a permanent, unique identity number.

Government Provides Justification for Delayed Civil Servants Salaries

The concerned unions are discussing holding meetings to discuss calling for a future strike if the issue persists.

This comes after financial institutions, including banks, microfinance organizations, and savings and credit cooperative societies, raised concern over the delays and stated that this would harm borrowers of pending loans.

The first salary delay occurred in April, and there have already been two this year.

The administration then admitted that the issue was caused by a significant cash shortage and promised to prevent a recurrence.

Then, authorities explained why other crucial government costs, like meeting debt obligations, had taken priority over salaries.
