In order to more clearly communicate its expanded role, the PWPER report also suggests revamping SEPU and renaming it the Schools’ Teaching and Learning Materials Centre (SLIMC).
PWPER states that “(SLIMC) shall establish itself in the Education Constitution and widen its purview to embrace the provision and dissemination of teaching and learning resources; This duty should be committed to organized September.
The report also recommends that SLIMC, which is in charge of content production, offer top-notch training to publishers and developers of digital content. This job is presently filled by KICD.
Members of the SLIMC include representatives from the National Treasury, the Department of Basic Education, KICD, the Kenya National Examinations Council, the Kenya Teacher Training College, and the Private Schools Association.
Raising funding for foundational education per student has been discussed at all educational levels. SLIMC thus has more control over the budget for educational resources, including books.
The price of pre-primary education is 1,125 shillings, primary education is 1,808 shillings, middle school is 5,826 shillings, and high school is 7,844 shillings.
The PWPER report also recommends adjustments to the maximum number of authorized books that the government may provide as school supplies.
KICD typically selects one book for each subject based on the cost and technical quality.
Ensure that the top two KICD-recommended textbooks are available to all public schools, and enhance KICD’s ability to develop textbooks in areas where textbook companies do not.
Ruto’s Education Reforms Taskforce created a new division to take over the KICD’s textbook purchasing.
KICD loses the authority to order CBC textbooks from the new body.
