Salary Increase for Civil Servants Backdated to July

All government workers will begin receiving a pay increase this month that is retroactive to July 1 and varies from 7% to 10%.

The Salaries and Remuneration Commission (SRC) announced the increase on Wednesday. The SRC noted that the National Treasury has set aside Ksh21.7 billion for 2023–2024.

The SRC’s head, Lyn Mengich, provided a breakdown of the pay raises for various government personnel. She stated that state officers in the Executive will receive Ksh126 million, or 0.6% of the total amount.

State employees employed by the judiciary will be compensated with Ksh305 million, or 1.4% of the total budget, while state employees employed by the parliament will be paid Ksh78 million, or 0.4%.

The teaching service will earn Ksh9.5 billion (44.2%), county state officials will receive Ksh408 million (1.9%), and the civil service will receive Ksh1.8 billion (8.5%).

Mengich claims that the Ksh21.7 billion budget for civil servants for the fiscal year 2023–2024 was allotted by the National Treasury in accordance with the constitutional principles of affordability and fiscal sustainability.

Who Will Get the Increases?

Teachers, physicians, nurses, police officers, members of the military, and officers who report to the Executive are among the government servants who will receive raises.

The Executive will receive an allotment of Ksh126 million, or 0.6% of the overall amount for the increments, which will be determined depending on the job level and sectors.

Ksh78 million, or 0.4% of the overall budget, will be given to state officers in the Parliament. Their judicial counterparts will receive Ksh305 million, or 1.4 percent.

County state officers, on the other hand, will receive Ksh408 million (1.9%) of the total.

The public service received Ksh1.8 billion (8.5%), and teachers received Ksh9.5 billion (44.2%).

The Chair noted that Ksh4.5 billion (20.9%) went to uniformed and disciplined forces, while Ksh4 billion (18.8%) went to county administrations.

Mengich also disclosed that Ksh745 million, or 3.4% of the overall budget, was given to other public servants.

How the Increases Will Affect the Cost of Living

With a predicted increase in employment to approximately 968 million, the wage bill will increase from Ksh987 billion to Ksh1 trillion.

Mengich also suggested that four allowances that are available to civil officials be revoked. Some of them included retreat payments, sitting payments for institutional internal committee members, taskforce payments, and daily subsistence payments.
