The National Youth Service (NYS) program from the 1980s may soon be brought back if President William Ruto’s administration implements the recommendations of the Presidential Working Party on Educational Reforms.
The recommendation was made in a research released on Tuesday, August 1 by the group under the direction of Prof. Raphael Munavu. All secondary school seniors would need to undergo a three-month community service training program in order to graduate.
All Kenyans will undergo the same training for nine months before they can enter the job market after graduating from college.
In order to promote peaceful coexistence and inculcate in our children a sense of patriotism, a comprehension of diverse cultures, and a work ethic, it is crucial to reinstate community service learning programs for students after they graduate.
An essential requirement for accessing higher education and the job market will be training in community service.
In part of the study, the committee suggested that “a certificate of compliance to the community service to be issued as proof before admission into the world of work.”
The group was formed to develop a plan for Kenya’s educational system, including the CBC, whose implementation has proven troublesome.
The report’s recommendations put a lot of emphasis on community service as a way to get students ready for responsibilities in both their personal life and the job in the future.
According to the research, “community service learning” encourages students to grow a feeling of civic duty to help and build their communities.

Even if the study does not indicate a start date for community learning, if it is implemented, the Ministry of Education is responsible for developing a policy.
The report advised the Ministry of Education (“MoE”) to “develop and operationalise a policy for mandatory Community Service Learning Programmes for all students upon completion of Senior School, TVET, and University education.”
The programs will be run in two halves, with the first three months taking place after senior high school in one’s native County and the second three months taking place following TVET/university studies in a different County, in order to foster cross-cultural engagement and national cohesiveness.
Students must complete mandatory NYS training before enrolling in college.
