Kenya’s educational system is presently going through a considerable change. The Teachers Service Commission (TSC) has a number of duties that the Ministry of Education is prepared to take over. The suggestions contained in the PWPER report, which President William Ruto announced on August 1, 2023, are the source of these modifications. It’s crucial to remember that a lot of these changes might require parliamentary approval or possibly a referendum.
This makeover will concentrate on a number of different facets of the educational system. The first change will be in the regulation of education. The Kenya Professional Teaching Standards (KePTS), a new regulatory agency, will be created to separate the roles of regulation and employment.
Quality control is yet another important area slated for change. According to the proposal, the Ministry of Education will only be in charge of quality control, removing any overlap between the TSC and the Ministry.
The approach includes accountability for school principals as well. School heads will be solely responsible to the Ministry, while the TSC will focus on employment and deployment issues.

The Ministry will be in charge of teacher retraining in relation to the competency-based curriculum (CBC) and associated allowances. This modification tries to simplify these procedures.
A noteworthy change in this area of teacher management is the requirement that decisions on teacher transfers be approved jointly by the TSC and the Ministry.
The TSC will no longer be in charge of overseeing disciplinary cases involving teachers. Such cases will be handled by an Education Appeals Tribunal instead.
Collaboration between the TSC and the Ministry will take place during the teacher promotion process to ensure a more integrated approach to career advancement.
The Ministry and the TSC will both participate in this evaluation of the health insurance provided to teachers.
The elimination of Section 42(5) of the TSC Act and the registration of the Commission under the Data Protection Act are two amendments that will address information management. In addition, two-thirds rather than half of the Commission’s members will constitute a quorum for meetings.
In the upcoming years, the effects of these adjustments on Kenya’s educational system will be widely watched. They represent a thorough reform of the country’s education sector.
