TSC PROMOTION GUIDE FROM B5 TO C1, C1 TO C2, AND C2 TO C3

The grading system for educators in primary and secondary schools is poised for changes following the signing of the Sh 54 billion Collective Bargaining Agreement (CBA) 2017–2021 between the TSC and three teachers’ unions.

These adjustments, as per the Career Progression Guideline (CPG), will be used by the TSC to evaluate teachers and support their progression to higher grades.

Starting at Grade B5, which is exclusive to primary school educators and serves as an entry point for Primary Teacher II, new primary school instructors commence at this level on the T-scale. A primary school teacher at the B5 level is promoted to C1 after three years of service, without the need for additional coursework or interviews, based on the CPG.

While the progression from C1 to C2, denoting Senior Teacher I in primary schools, is not automatically guaranteed, it depends on the availability of positions. Teachers aspiring to move from C1 to C2 must fulfill certain requirements, including working in the C1 position for at least three years, submitting online applications during relevant TSC advertisements, and possessing the necessary qualifications, such as holding a diploma.

For those in C1 and hard-to-staff areas, promotions may involve affirmative action during interviews. Grade C1 is the minimum requirement for becoming a Diploma teacher at a secondary school. Teachers at the C1 level, instructing secondary school students as Secondary Teacher II, are upgraded to Grade C2 after three years of employment. Meanwhile, teachers with a degree are instantly promoted to Grade C3 after three years of service, without the need for further assessments.

These changes in the promotion system are outlined to streamline the advancement of teachers in both primary and secondary education sectors.
