The Teachers Service Commission (TSC) must now consult the Ministry of Education before assigning and elevating teachers, headteachers, and principals.
The Commission will no longer have the substantial control over promotion and deployment that it does at the moment.
In accordance with the recommendations stated in Prof. Raphael Munavu’s education reform taskforce report, TSC has been given the mandate to harmonise teacher management standards including deployment, promotion of teachers and institutional administrators, and teacher welfare.
The lack of discussions between TSC and the MoE on teacher advancement and transfer alarmed stakeholders, especially institution leaders.
Other problems included failing to hire technical subject teachers in TTCs, failing to acknowledge and pay teachers who earned master’s and doctoral degrees, and failing to consider other aspects like experience and effectiveness when promoting teachers under the Career Progression Guideline (CPG).
The delocalization policy, the fragmented in-service teacher education programmes, the lack of a framework for collaboration between partners providing teacher education and management services, and the non-consultative transfers and appointments of institutional administrators between the TSC and MoE are all mentioned in the report as serious concerns for the welfare of teachers in the service.
Additional difficulties included the promotion of Special Needs Education (SNE) teachers, curriculum support officers, secretariat staff, and the development of standards for instructors hired by the Board of Management.
The confrontation between the TSC and the Education Ministry began when Gabriel Lengoiboni, the then-TSC Secretary, eliminated the power of the Provincial Directors of Education and District Education Officers, who were then under the Ministry, to control teachers.
And now, it appears that, if the PWPER’s recommendation is fully implemented, the Ministry of Education will reclaim its power and be able to affect how instructors are appointed to positions and promoted, especially heads of institutions who are in charge of a major portion of school money.
With TSC QAS officers being required to transfer to the MOE within six months, the Ministry has fully regained responsibility over quality assurance and standards since being centrally located.
