Due to the Teachers Service Commission’s recent action to reclaim excessive payments from employees’ pay slips, notably in the hardship and house allowance categories, teachers are currently having concerns. Teachers are concerned about this government action.
In locations that have grown over time, the government plans to stop paying hardship allowance, saying that these areas no longer meet the criteria for hardship zones. Teachers in these areas are anxious because a report on the review of hardship zones is due to be presented in parliament soon.
Teachers who labor in challenging circumstances are concerned about possible legislative actions. According to the research, there are three levels of hardship: extreme, average, and minimum, which could result in the suspension of payments in some places.
This debate is the result of a public petition that asks for the designation of Rachuonyo North constituency as a hardship region due to the area’s severe poverty and educational difficulties, including low student enrollment and understaffing.

The petition demands the adoption of precise standards for designating regions as hardship regions or not in order to improve teacher morale and the educational system.
In the 2021-2025 period, several regions were officially designated as Arid and Semi-Arid Lands (ASAL) and hard-to-staff areas by the commission, including various sub-counties in counties like Baringo, Garissa, Homa Bay, Isiolo, Kajiado, Kwale, Kilifi, Lamu, Mandera, Marsabit, Kitui, Narok, Samburu, Taita Taveta, Tana River, Turkana, Wajir, and West Pokot.
It’s vital to keep in mind that not all of the aforementioned places fit the definition of a “hardship region,” and some only apply to certain sub-counties rather than the entire county. Additionally, payments for hardship allowances are still made to some localities, including sections of Nandi, Lungalunga, Suba, and Nyando.
